It splits an input signal into three signals with 1/3 amplitude, one positive, one inverted, and one delayed by about 18 ns.  The inverted output allows an external DC offset to be applied.
There are two sets of connectors for an external delay line that are in essence just BNC/GR874 adapters.

The Tektronix 067-0832-01 is a time delay standard with GR-874 connectors.

It splits an input signal into three signals with 1/3 amplitude, one positive, one inverted, and one delayed by about 18 ns. The inverted output allows an external DC offset to be applied.

There are two sets of connectors for an external delay line that are in essence just BNC/GR874 adapters.

The manual explains the unit's purpose:

The DSU allows insertion of delay lines with known, accurate delay times. Therefore, any two pulses can be measured and compared to the known delay. For example, when used with S-3200 Systems, the difference between the measured delay and the known delay represents the amount of skew in the system's hardware.
