The Tektronix 2701 is a 50 Ohm step attenuator adjustable in 1 dB steps from zero to 79 dB. Uses tiny ceramic attenuators that are also found in the 7A24 and some versions of the 7A19. They blow out quite easily since there is no fuse as found in the 7000 series plugins.
