The Tektronix PS280 is a bench power supply. It has two 0-30 V, 2 A variable sections that can be used independently, in series (tracking) or parallel, and a fixed 5 V/3 A section.
It appears to be a Goodwill Instruments (Taiwan) / GW Instek OEM product, model GW GPC-3020D.
