I've just noticed that there are two apparently non-identical lists of 'special' 7K plugins that are very differently formatted. The latter of these two is a bunch harder to happen upon than the former, but has some extra plugins not present on the former. That doesn't seem right but I'm too new to know what to do about it.

The second page is dynamically/automatically generated based on the set of pages that contain the "Category:7000 series special-function plugins" tag.

It's not a bug, it's a feature - read about the category system here: https://mediawiki.org/wiki/Help:Categories
Note the category pages (that list all pages in that category automatically) are themselves categorized, building a hierarchical taxonomy tree that you can browse here (from the root) - or try the Test Equipment sub-tree as a maybe more intuitive example.
