The '''Tektronix 067-0832-01''' is a time delay standard with [[GR-874 connector]]s.
It splits an input signal into three signals with 1/3 amplitude, one positive, one inverted, and one delayed by about 18 ns.  The inverted output allows an external DC offset to be applied.
There are two sets of connectors for an external delay line that are in essence just BNC/GR874 adapters.
The manual explains the unit's purpose:

The Tektronix 067-0832-01 is a time delay standard with GR-874 connectors.
