In my opinion, this 2246A page should either:

1. be a complete page on the 2246A, or
2. be a redirection to the 2246 page and remove the content from this page, or
3. not exist at all.

This was one of the pages where the redirect hadn't worked and at the time I changed it to a "See ..." link.

Now we know that redirect does work together with other content, just so long as it is the first thing on the page.

I put that redirect back.

The content (template) is needed to create the Cargo database entry and cross-references. Of course it can always be turned into a full page, like I just did for the 564B.
